Dropping protocol 47

Starting December 1, all our Half-Life servers will drop support for old clients that use protocol 47.
There are several reasons for this - players on protocol 47 are much harder to keep in check and ban, and dropping support for old clients will bring the number of cheaters down to almost zero. Supporting old versions also comes with plenty of problems.
